Fourth is analytical modeling of solid materials and reactor feeding systems, focusing on predictive tools and diagnostics that help operators understand material behavior, design equipment, and anticipate problems before they cause downtime.

On award structure, EERE anticipated making multiple financial assistance awards using cooperative agreements, a mechanism that typically implies substantial federal involvement during the project (for example, active technical engagement, defined milestones, and DOE participation in steering project direction as work progresses). The estimated period of performance for each award was expected to be about 36 months.
